The device (11) has a moving part (15) provided with handles (19) for an operator for performing rotary actuation and sliding operation. The moving part is mounted at a housing (13) of the device, and a braking device comprises a brake element (28) i.e. rubber band, that is provided with static friction value and sliding friction value. The brake element is provided with compression stress and friction during actuation of the device between the moving part and a base part (21) or remaining components of the device. The brake element is made of elastomer such as rubber or silicone.
