A broadcast signal receiving method according to one embodiment of the present invention comprises the following steps: OFDM demodulating a broadcast signal; parsing a frame from the demodulated broadcast signal, wherein the frame includes a preamble symbol and a data symbol, the preamble symbol includes signaling information for signaling the data symbol, the data symbol includes a plurality of PLPs containing broadcast service components for a mobile broadcast service, and the plurality of PLPs are mapped to the data symbol on a PLP group basis; decoding the signaling information contained in the preamble symbol, wherein the signaling information includes a first identifier for identifying a PLP group; decoding the plurality of PLPs contained in the data symbol; and decoding at least one PLP on a PLP group basis using identifiers for identifying PLP groups.
