A method for forming a decorative surface layer on a surface of an article by means of hydraulic transfer, in which level differences in a decorative surface layer are enhanced to further improve the three-dimensional rugged touch without lowering the film performance of the layer. An activator (320) is applied to a surface of a transfer film (316) which is constituted of a first region (312A) including a printed pattern (340) having an ink layer and a second region (312B) having no ink layer and which has no fixation layer throughout the whole outer surfaces. The ink is thereby activated, and the excess activator is allowed to gather in the second region so as to protrude therefrom. The protrudent activator gatherings (320C) in the second region are hydraulically transferred to a surface of an article (10) while inverting the recesses and protrusions, and the protrudent activator gatherings are caused to shrink and project when the printed layer is cured. Thus, a three-dimensional rugged shape is imparted to the surface of the article. The activator comprises a photopolymerizable monomer having three or more functional groups and a photopolymerizable monomer having two functional groups. These photopolymerizable monomers are incorporated so that the activator as a whole has a degree of volume shrinkage of 10-20% and a viscosity of 100-500 CPS.
