Disclosed is a substance activation device and activation method, with a simple structure and that can be applied to solid matter. A conductive metal (2), selected from gold, silver, bronze, and a nonmagnetic metal with one of these as the main component thereof, is brought into contact with a permanent magnet (1). An object to be processed is activated by coming into or being brought into contact with the conductive metal (2).
