<P>PROBLEM TO BE SOLVED: To provide a method and an apparatus for determining quality of a communication link for transmitting a specified packet type. <P>SOLUTION: The apparatus is configured so that a first packet having transmission characteristics common with specific packets, such as voice over IP packets, undergoes same communication link processes as those for the specific packet type. The first packet is then sent to a quality monitoring server located near a terminal device of a specific communication link.
