A method and system for managing and controlling a wired terminal, and an access server are disclosed in the present invention. The method includes that: an access server is set for translating network addresses between a Machine-to-Machine (M2M) wired terminal and an M2M platform, and for translating a public network address which is registered on the M2M platform by the M2M wired terminal to an internal network address to be allocated to the M2M wired terminal, which occupies the allocated internal network address continuously; and the M2M platform, according to the public network address registered by the M2M wired terminal and translated to the internal network address by the access server, performs management and control operations on the offline M2M wired terminal which occupies the internal network address. The present invention widely applies to terminals with various characteristics, thus having good compatibility.
