PURPOSE: An apparatus for refining and liquefying carbon dioxide and a method for the same are provided to effectively recycle vent gas and specific impurities contained in the vent gas by applying an additional refining process with respect to the vent gas. CONSTITUTION: An apparatus for refining and liquefying carbon dioxide includes an exhaust gas compressor, a drier, a carbon dioxide refining unit, and a distilling tower. A method for refining and liquefying method includes the following: Exhaust gas stream is compressed using the exhaust gas compressor(S1). The exhaust gas stream is cooled to be separated into carbon dioxide stream and vent gas stream(S2). The separated carbon dioxide gas stream is compressed and liquefied. A distilling process is followed(S3). The vaporized exhaust gas stream is re-circulated to the side of the carbon dioxide refining unit. An absorbing process and an additional re-circulating process are implemented.
