PROBLEM TO BE SOLVED: To provide an agent for heavy metal immobilization, which is capable of preventing elution of heavy metal from a waste material and soil by being added and mixed a little to the waste material including heavy metal or soil polluted by the heavy metal and non-eluting harmful components derived from the heavy metal immobilization agent and to provide a method for heavy metal immobilization using the immobilization agent. SOLUTION: This heavy metal immobilization agent contains a manganese complex or manganese salt of dithiocarbamic acid, dithiocarboxylic acid, xanthic acid, dithiophosphoric acid, and trithiophosphoric acid and this heavy meal immobilization method is characterized in mixing the heavy metal mobilization agent into the waste material or waste liquid including the heavy metal or the soil polluted by the heavy metal.
