PURPOSE: By using the heat medium oil which has freezing point, the heat exchange is enforced and the heating system is operated effectively in the low temperature condition. CONSTITUTION: A heating system(30) comprises a incinerator(40), a cycle line(51), a waste heat recovery part(52), a waste heat emitting unit(53), and a circulating pump(54). It is neighbors with incinerator and the cycle line is arranged. It heat-exchanges the heat medium oil of the low temperature and the exhaust gas of the high temperature created in incinerator and the waste heat recovery part collects the waste heat. It heat-exchanges the heat medium oil of the high temperature passing through the waste heat recovery part and heating domain and the waste heat emitting unit emits the waste heat. The circulating pump is arranged in the cycle line. The heat medium oil is circulated.
