PURPOSE: A cylindrical self-hydroelectric generator using the torque of a turbine at artificial flow speed is provided to reduce a construction cost by removing a need to construct dam and reservoir and enable semi-permanent use since it is not affected by changes in climate, topography, and temperature. CONSTITUTION: A cylindrical self-hydroelectric generator using the torque of a turbine at artificial flow speed comprises a cylindrical water tank(20), a water tank cover(21), a rotating blade(40), a rotating blade support(41), a motor rotating shaft(42), a turbine(90), a path pipe(100), a cylindrical post(25), a turbine rotating shaft, an accelerating gear(50), a generator(80), an electrical cable(70), and a capacitor(60). The turbine is coupled to the inside or water surface of the water tank, or one end of the turbine rotating shaft. The turbine rotating shaft is coupled to the cylindrical post on the front B of the water discharging path of the path pipe at flow speed by the rotating blade.
