PROBLEM TO BE SOLVED: To provide a frictional coefficient-stabilizer capable of imparting a surface having a stabilized frictional coefficient with less unevenness, also even on applying on a trivalent chromate film, capable of imparting a surface having a stabilized frictional coefficient with less unevenness, and a binding member having a surface having a stabilized frictional coefficient with less unevenness. SOLUTION: This frictional coefficient-stabilizer consists of an aqueous liquid containing an aqueous urethane resin emulsion, a urethane-modified polyolefin emulsion or an olefin-unsaturated carboxylic acid copolymer emulsion.
