PURPOSE: A cosmetic composition using Sargassum extract is provided to effectively penetrate hydrophilic physiologically active substances into the skin and to maximize functionality. CONSTITUTION: A cosmetic composition which promotes skin penetration of hydrophilic physiologically active substances contains: one or more among lauric acid and lauric acid derivatives, methyl pyrrolidone, ethyl alcohol, the hydrophilic physiologically active substances, and Sargassum extract with low phototoxicity. The lauric acid derivatives are lauric acid alcohol, lauric acid amine, lauric acid PEG-12, lauric acid sucrose, or lauric acid glycerin.
