During parallel wireless communications with two or more first base stations (200), a first base station designates a second base station (300) associated with one of the two or more first base stations, temporarily halts the wireless communication based on a first communication system, and further requests a mobile station (100) to perform a measurement of the designated second base station. The first base station receives a result of the measurement of the designated second base station. The first base station notifies, to the mobile station, a handover from the first communication system to a second communication system, and further notifies, to the mobile station, a request for starting a cooperative mode in which two or more second base stations including the designated second base station cooperatively communicate with the mobile station.
