A method, device and system for generating a telephone ringing signal are provided by the present invention. The method includes the following steps: a Subscriber Line Interface Circuit (SLIC) generates a ringing current of balance ringing; a transformer transforms the balance ringing current into a ringing current signal of imbalance ringing; the ringing current signal of imbalance ringing is transmitted to a user terminal through a Ringing line. The present invention can furthest extend types of user terminals which can be supported by a single office end device, bring the potential of the office end device into full play, and observably reduce the cost of an operator for constructing a network.
