<P>PROBLEM TO BE SOLVED: To provide a toner replenishing device in which toner is successfully disaggregated without a risk of a stirring member and a driving mechanism thereof being damaged even if the toner is compressed and aggregated, and to provide an image forming apparatus having the device. <P>SOLUTION: A stirring member 115 comprises: a shaft part 116; and a stirring rod 117 which is fixed to both ends of the shaft part 116 and comprises continuous one metal wire having elasticity. The stirring rod 117 comprises: multiple stirring parts 117a; and attaching parts 117d for winding the multiple stirring parts 117a around the shaft part 116. Each of the multiple stirring parts 117a comprises: a pair of arm parts 117b extending from the attaching parts 117d in a perpendicular direction to a shaft core of the shaft part 116; and a main stirring part 117c extending from the pair of the arm parts 117b, in parallel with the shaft core of the shaft part 116.
