<P>PROBLEM TO BE SOLVED: To increase reliability of an analytical result of operation data in head counting. <P>SOLUTION: In an operating state acquiring system 1, a determination part 211 constituting a control part 210 of a server 20 compares environmental information such as sound data, static image data or dynamic image data, and positional information acquired from an input terminal 10 with environmental information stored in a sound pressure DB 21, an image DB 22, and a GPS-DB 23.
