<P>PROBLEM TO BE SOLVED: To provide a video signal recording and reproducing device in which a storage capacity is economized, an abnormal image is prevented from being overlooked, and the device is miniaturized. <P>SOLUTION: The video signal recording and reproducing device comprises motion vector detection means 2 which detects a motion vector from a video signal and generates an alarm signal when the motion vector is a predetermined value or more. A recording and reproducing control means 5 selects, on the basis of the alarm signal, either an image signal thinned by thinning means 3 or an image signal outputted after being stored for and delayed by a predetermined period by an image memory 4, and outputs the same. <P>COPYRIGHT: (C)2012,JPO&INPIT |
