A termination candidate process selection unit (204) selects a plurality of processes as a process group of termination candidates for each of a plurality of memory blocks, a process-to-be-terminated determination unit (206) assesses whether or not a selected process group of termination candidates should be prioritized in termination with respect to a process group of termination candidates that are already being held, a process group terminability assessment unit (205) assesses whether or not the process group of the termination candidates for which the assessment has been made that the processes should be terminated are terminable, whereupon the process-to-be-terminated determination unit (206) rewrites the process group of the termination candidates that are being held with a process group of termination candidates that have been assessed of being terminable, and when selection of the process groups of the termination candidates for all memory blocks terminates, determines the process group of the termination candidates that are being held as the process group that should be terminated.
