PROBLEM TO BE SOLVED: To realize highly accurate demand prediction that considers environmental conditions and responds to variations in environmental conditions.

SOLUTION: A demand prediction device for a plant control system includes a current value comparison unit A2 to extract prediction trend candidates B6 from a trend database A9 based on a request to update a demand prediction, and a trend data comparison unit A3 to select a prediction trend B7 from the prediction trend candidates B6. Either of the current value comparison unit A2 or the trend data comparison unit A3 recognizes a growing difference between the selected prediction trend B7 and a current trend B3 and generates an update request.
