PROBLEM TO BE SOLVED: To recommend commodities with high appeal power on the occasions of lotteries such as written oracle.

SOLUTION: A written oracle server 10 comprises: a request reception unit 12 that receives a fortune-telling lottery request from a user terminal 20 and acquires information indicating an attribute of the corresponding user; a written oracle item determination unit 13 that determines written oracle items in accordance with the information indicating the user attribute; a written oracle content determination unit 14 that determines the content of the user's written oracle in accordance with the determined items; a recommended commodity determination unit 15 that determines a commodity to recommend in accordance with the content of the determined written oracle; an output unit 16 that outputs the information related to the content of the determined written oracle and the information about the commodity.
