<P>PROBLEM TO BE SOLVED: To provide a transparent electroconductive base material which is excellent in adhesion between a transparent electroconductive film such as ITO, a metal electrode, and a plastic sheet, or a film base material and a transparent electroconductive film; and is formed with the transparent plastic base material, the transparent electroconductive film, and the metal electrode in this order. <P>SOLUTION: A transparent electroconductive base material 5 has a transparent electroconductive film 3 formed on one or both surfaces of a transparent plastic base material 1, and a metal electrode 4 formed thereon.
