<P>PROBLEM TO BE SOLVED: To provide an electrostatic actuator which can operate movers on both sides of stators and can improve visibility. <P>SOLUTION: An electrostatic actuator 100 comprises:a belt-like substrate 102 having one end 102a and the other end 102b; a stator 1 having electrodes 1a-1d provided on one surface 102x of the substrate 102 and a belt-like cover layer 103 provided on the one surface 102x of the substrate 102 to cover the electrodes 1a-1d; and a mover 2 positioned on the stator 1.
