<P>PROBLEM TO BE SOLVED: To facilitate management of a timing setting parameter and to flexibly correspond to connection and disconnection of a radio terminal. <P>SOLUTION: A radio base station includes: a storage portion 130 for storing a plurality of combinations of cqi-pmi-ConfigIndex deciding transmission timing of up link control information and cqi-PUCCH-ResourceIndex deciding an orthogonal sequence used for transmitting up link control information; and a parameter allocation portion 121 for allocating one of combinations of cqi-pmi-ConfigIndex and cqi-PUCCH-ResourceIndex, which the storage portion 130 stores, to the radio terminal UE connected to a self-station.
