<P>PROBLEM TO BE SOLVED: To deter unlicensed users from unlawful use of software. <P>SOLUTION: A user is supplied, together with a merchandise program, an auxiliary storage medium 1 dedicated to the merchandise. At the time of initial startup of the merchandise program, the user mounts the auxiliary storage medium 1 and goes through an authentication procedure. The started-up merchandise program itself processes the authentication. The merchandise program, if there is any vacancy in the number of available licenses recorded on the auxiliary storage medium 1, the pertinent personal computer (PC) is licensed. This license authentication makes the merchandise program available for use. When the PC in operation is to be replaced, the user himself or herself actuates an authentication cancel program 6 on the PC in operation, and takes an authentication cancelling procedure. As a result, the PC can no longer use the merchandise program. Also, there arises one vacancy in the number of available licenses recorded on the auxiliary storage medium 1.
