<P>PROBLEM TO BE SOLVED: To provide a water saving cover for a bathtub which saves hot water stored in a hot water storing portion and allows a bathing person to take a bath in a bathing posture with legs stretched, and to provide a bathtub having the same. <P>SOLUTION: A water saving cover 2 is arranged at the hot water storing portion 1a of the bathtub, and a concave place 3 as an air storing layer 6 opened downwardly, having a gap S between a bottom part 11 of the hot water storing portion 1a and the cover in the hot water storing portion 1a, is formed.
