A plurality of second conductors (200) are repeatedly and periodically arranged so as to face a first conductor (100). Fourth conductors (300) are respectively connected to a first second conductor (200) and an adjacent second second conductor (200) through vias (500). The fourth conductor (300) faces the second conductor (200) to form a transmission line using the second conductor (200) as a return path.
