<P>PROBLEM TO BE SOLVED: To provide a lens barrel and a pickup device having good operability. <P>SOLUTION: A lens barrel of the present invention includes a first protrusion 143 provided on an inner surface side thereof, a second protrusion 144 provided on an inner surface side thereof separated from the first protrusion 143 in the optical axis direction, a fixing cylinder 14 having a concave part 141 that is provided between the first protrusion 143 and the second protrusion 144, and a rotating cylinder 15 having an inner surface side portion 150 that is provided on an inner surface side of the fixing cylinder 14 and is rotatably held by the fixing cylinder 14 with respect to the fixing cylinder 14. The inner surface side portion 150 has a plurality of third protrusions 151 provided at a certain interval in the circumferential direction of the rotating cylinder 15 and move inside of the concave part 141 in the circumferential direction of the cylinder guided by the first protrusion 143 and the second protrusion 144, and a through-hole 152 provided at a portion where the third protrusions 151 are not provided in the circumferential direction.
