<P>PROBLEM TO BE SOLVED: To provide a communication system capable of performing collection and management of traffic information with sure at always by maintaining centralized management of the traffic information even at the time of switching between active system and standby system. <P>SOLUTION: In the communication system including a plurality of terminal stations E1-E5 and a regulation station M connected each other through WAN, a call connection control by an SIP server is duplicated by performing call connection control with an SIP server S1 of the regulation station M and providing an SIP server S2 even to the terminal station E5 to act as a proxy station ME. A communication management device CR is provided which periodically requests traffic information from the SIP server S1 of the regulation station M and the SIP server S2 of the proxy station ME.
