<P>PROBLEM TO BE SOLVED: To suppress the occurrence of image quality deterioration in a region where there is a change locally. <P>SOLUTION: A moving picture encoding apparatus 100 has: a change amount detector 110 that detects a change amount indicating a gap between a top field and a bottom field, which is caused by that the photographing times of the continuous top field and bottom field are different from each other, based on picture element data included in a block of an encoding target; a quantization width deciding part 111 that decides the quantization width to be applied to the block of the encoding target to a first quantization width when the change amount is a first value, and decides the quantization width to be applied to the block of the encoding target to a second quantization width smaller than the first quantization width when the change amount is a second value larger than the first value; and a quantization part 102 that quantizes the block of the encoding target with the quantization width decided by the quantization width deciding part 111. <P>COPYRIGHT: (C)2012,JPO&INPIT |
