<P>PROBLEM TO BE SOLVED: To adjust the amount of packet transmission by specifying priority while ensuring compatibility with an existing TCP transmission protocol. <P>SOLUTION: A TCP header generation section 22 of a receiver 2 generates a TCP header when a packet is received from a transmitter 1. At this point, if priority is specified, it generates an extended header section 52 to describe a priority indicator and transmits an ACK including the TCP header where the priority indicator is described to the transmitter 1. A packet receiving section 13 of the transmitter 1 receives the ACK from the receiver 2. If the TCP header included in the ACK contains the extended header section 52 where the priority indicator is described, it adjusts the amount of transmission according to the priority indicator described in the extended header section 52.
