PURPOSE: A construction method and a scour protection block of a scour protection block reducing the waste of stone are provided to protect a river bed and a bank by guiding the flowing water to a fixed direction. CONSTITUTION: The foundation block assembly(10) arranges the several block(20) in the underwater bottom to the area array type. Another block assembly(10') is laminated on the foundation block assembly. A top protruding rod(22) of the lower layer block assembly is inserted in a block center hole(21) of the upper layer. A protrusion(23) is formed in the block top surface of the lower layer. The protrusion is settled on the block bottom surface of the upper layer. A through-hole(13) is formed in a boundary of the lower and upper layer blocks.
