The invention provides a device for collecting waste, comprising an outer container and an inner container to be placed in said outer container, a first wall facing a first side of which inner container is provided with several first openings having a diameter of 0.8 - 5 cm, preferably 2.5 - 3.5 cm. Furthermore the device concerns an assembly of a device described above, which device has obstruction means comprising at least one obstruction element, preferably two, which is movable relative to the inner container, which obstruction element, in a first position thereof, makes it difficult to remove the inner container from the outer container and which, in a second position thereof, makes it possible to remove the inner container from the outer container, and has a tool for moving the obstruction element to the second position.
