PURPOSE: A ceramic catalyst for reducing exhaust gas and fuel consumption and a method for manufacturing the same are provided to obtain a porous ceramic catalyst by kneading ceramics and anti-oxidant catalytic water. CONSTITUTION: A method for manufacturing a ceramic catalyst includes the following: 10 weight% of magnetite stone, 30 weight% of pumice, 25 weight% of vermiculte, 25 weight% of emery, 5 weight% of tourmaline, 5 weight% of germanium are pulverized into 300-400 meshes. The pulverized materials are mixed. Water is distilled through a ceramic filter to obtain catalytic water emitting far infrared ray. A fermented solution is prepared using anti-oxidant microorganism. 50% of the catalytic water and 50% of effective anti-oxidant microorganism fermented solution are mixed to obtain a mixed kneading solution. The mixed materials are kneaded with the mixed kneading solution.
