PURPOSE: A blood transfusion or sap flow rate controller is provided to minutely control the flow rate of sap and blood transfusion. CONSTITUTION: A blood transfusion or sap flow rate controller comprises a liquid entrance(1-1), a liquid outlet(1-2), a cover element(5), and a body(1). An insert element(3) is formed in the middle of the liquid entrance and liquid outlet. A non-rotatable fixed element(2) and the insert element communicate with the liquid entrance. An element(4) makes liquid entrance and liquid outlet communicate with each other.
