PURPOSE: A permeability rubber sheet and an apparatus and a method thereof are provided to obtain a cellulite disassembly effect by heating a material layer to be compressed in a skin. CONSTITUTION: A permeability rubber sheet and a manufacturing device thereof(100) includes first to fifth rollers, a hole forming roller, and first and second fabric rollers. The first and second rollers are rotated with being contact with each other and a natural rubber material is inputted into the contact of the first and second rollers. The third roller is included at the lower part of the first and the second roller and is rotated with being contacted with the second roller. The hole forming roller forms a plurality of holes in the input natural rubber.
