The device has a clamp integrated with an end of an offset arm (2) formed of a hollow tube. A fixation bolt (6) fixes an end part of a guard rail post (1) in the clamp. The fixation bolt traverses parallel wings (4b) of the clamp and the end part of the guard rail post to hold the end part of the guard rail post between the wings of the clamp. The clamp and the end part of the guard rail post are removably housed in a saddle forming a ground support base of a guard rail post and offset arm assembly.
