The device (1) has a cylindrical container (2) containing effectors and including a front end (AV) provided with an aerodynamic support surface whose cavity (3a) is defined by a cylindrical peripheral wall (3). The container is formed by two jointed shells (2a, 2b) forming a cylindrical envelope enclosed by a band (6) that is wound from a front part till a rear part of the envelope. The band has an end that is situated towards the rear part of the container. The band end is integrated with an aerodynamic brake that is constituted of a cap (4) carrying braking surfaces (5).
