<P>PROBLEM TO BE SOLVED: To provide a device for manufacturing a tire bead apex with a mechanism capable of directly and simply measuring the elongation of the tire bead apex on the circumference of a bead core, and a method for measuring the elongation of the bead apex. <P>SOLUTION: This device for manufacturing a tire bead apex is designed for manufacturing the tire bead apex A extruded from a rubber extruder by conveying the bead apex A1 to the outer circumferential part of the bead core A2 and pasting the bead apex A1 to the bead core A2. A cylindrical marking drum 12 installed at a nearby part of the rubber extruder of a conveyance mechanism, rotates as synchronized with the conveyance of the bead apex A1. Consequently, a protuberance part arranged on the outer circumferential surface of the marking drum 12, puts a gage at an equal interval on the bead apex A1. Next, a distance between the gages on the tire bead apex A manufactured by pasting the bead apex A1 to the bead core A2, is measured.
