<P>PROBLEM TO BE SOLVED: To provide a system capable of imposing a penalty on an caller from a receiver for unsolicited call. <P>SOLUTION: There are provided a communication network, a server installed in a charging system that manages fee for the communication network, and a user machine connected to the communication network. The telephone number of an caller is attached with an operator discrimination data. A server which the charging system includes comprises communication request reception means for receiving a communication request for a telephone number, caller discrimination means which discriminates the caller discrimination data of the caller, caller inquiry means which inquires about information containing the credit information about the caller who has been discriminated, communication control means which establishes communication between user machines of the caller and receiver when call termination at the user machine of the receiver is acknowledged as a result of inquiry about the caller, charging determination means for determining whether or not a penalty is imposed on the caller, and charging process means for performing a charging process for the caller based on the charge determination data. <P>COPYRIGHT: (C)2012,JPO&INPIT |
