Provided is an illuminating device that minimizes variations in brightness. A backlight device (12) is provided with: an LED substrate (18) having LEDs (17) as a light source; a chassis (14) that houses the LED substrate (18), and that has a base plate (14a) disposed opposite to the light emitting side of the LEDs (17); and substrate holding members (20) that are secured to the base plate (14a) in such a manner that the LED substrate (18) is held between the base plate (14a) and the substrate holding members (20). The base plate (14a) is divided into light source arrangement regions (LA) in which the LEDs (17) are disposed, and light source non-arrangement regions (LN) in which the LEDs (17) are not disposed. The substrate holding members (20) are disposed in the light source non-arrangement regions (LN), and have a light raising section (22) that protrudes above the LED substrate (18) on the light-emitting side, thereby raising light toward the light-emitting side.
