<P>PROBLEM TO BE SOLVED: To provide a development device, an image forming apparatus having the same, and an image forming method in which seal members for preventing developer leakage from the both ends of a developing sleeve adsorb and remove discharge products (NO<SB POS="POST">x</SB>) to prevent developer leakage over a long term. <P>SOLUTION: Developer leakage prevention seals 161 and 162 have a cap shape having a through-hole at the center part. Developing sleeve axes 157 and 158 protruding at the both ends of a developing sleeve 156 are inserted into the through-holes of the developer leakage prevention seals 161 and 162 to attach the developer leakage prevention seals 161 and 162 to the both ends of the developing sleeve 156.
