<P>PROBLEM TO BE SOLVED: To reduce an overhead due to a cache mistake when data of high capacity are cached and also to reduce a data size of information which shows existence of the cache to be managed by an internal memory. <P>SOLUTION: A recording medium 1, a recording memory 2 capable of caching data of the recording medium 1, a storage control section, a CPU, and a memory are mounted on the recording and reproducing device, and in the internal memory, only simple information is held, which shows whether the cached block exists or not in the set by a set unit, not by a block unit, while making a plurality of continued blocks to one set. Detailed information of the caching state is recorded on the recording medium 2. When the access exists to the recording medium 1 from a host device, the simple information is referred first, and only when possibility of being cached to the recording medium 2 is realized, detailed information is read out.
