<P>PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus which are capable of stably maintaining excellent fixing quality even when environmental conditions are changed. <P>SOLUTION: The fixing device comprises a foam-like fixer generation unit 110 for generating a foam-like fixer L' by mixing a liquid fixer L with gas, and an application roller 120 for applying the foam-like fixer L' on resin fine particles on a recording medium P. The foam-like fixer generation unit 110 has a flow path structure having a fine flow path, and an air port for introducing air. The foam-like fixer L' is generated by mixing the liquid fixer L with air in the flow path structure.
