<P>PROBLEM TO BE SOLVED: To provide a GIS display device capable of efficiently performing an input operation at the time of setting display contents of a theme picture of GIS. <P>SOLUTION: The present invention facilitates an input operation even if there are many input items to be input by carrying out the following steps: in order to perform a setting for displaying a theme picture on a map, an input history registration function 13 registers an input operation applied on an input screen where the input items for the setting are arranged as an input history, and when creating an input screen for executing the setting, an input history learning function 14 analyzes the input history and learns display frequencies of the input items and associations among the input items.
