<P>PROBLEM TO BE SOLVED: To provide a power generator capable of permanently obtaining power from small external energy, and to provide an electric power generator using the power generator. <P>SOLUTION: The power generator uses a balance mechanism comprising a balance beam supported by a balance support base at the center fulcrum of the balance, and the power generator includes at least a pair of pressure vessels connected to the respective ends of the balance beam, a pair of working liquid housing chamber formed inside the respective pair of pressure vessels, each housing a working liquid, a communicating passage communicating the pair of working liquid housing chambers.
