<P>PROBLEM TO BE SOLVED: To prevent ignition in a crusher. <P>SOLUTION: The ratio between a fixed carbon fraction and a volatile matter fraction in a mixed coal obtained by mixing a coal A and a coal B is determined in advance as an analysis value.
