<P>PROBLEM TO BE SOLVED: To provide a vehicle defrosting controller capable of removing, during charging, frost frozen on the window of a hybrid vehicle and an electric car chargeable from an outside power source. <P>SOLUTION: The vehicle defrosting controller is installed in a vehicle including: defrosting means 22 and 24 for removing frost generated on a window; a battery 5 for supplying power to a driving motor 27 and the defrosting means 22 and 24; and a means 2 for charging the battery 5 from an external power source 1, and controls turning ON/OF of the defrosting means 22 and 24. The vehicle defrosting controller turns the defrosting means 22 and 24 on/off. The vehicle defrosting controller includes: a fist determination means (4) for determining whether the battery 5 is being charged from the external power source 1; a clock means 18a; and a second determination means (4) for determining, when the first determination means (4) determines that the battery 5 is being charged, whether to operate the defrosting means 22 and 24 based on time measured by the clock means 18a and presence or absence of frost to be removed.
