PURPOSE: A pinion valve assembly of hydraulic power steering apparatus and hydraulic power steering apparatus for a vehicle is provided that the oil film of the oil is formed on the seal member surrounding of the pinion valve body or the pinion valve housing. The frictional force is reduced and rotation is smoothed. The fastness of the seal member is prevented. CONSTITUTION: A pinion valve assembly of hydraulic power steering apparatus and hydraulic power steering apparatus for a vehicle comprises a pinion valve housing(255) and a pinion valve body(300). It provides the oil from the oil pump and the pinion valve housing collects. The pinion valve body is combined in the inside of the pinion valve housing. The pinion valve body is that a ring groove(313) of number is formed in the outer peripheral surface. The pinion valve body forms a body groove(315). The pinion valve body forms the oil film on the ring groove and the outer peripheral surface connection part. The body groove is communicated in the connection part of the outer peripheral surface and the ring groove to the columnar direction. In the body groove is the outer peripheral surface, it is formed into circle or ellipse when looking at as the radial direction.
