Method of selecting and broadcasting over a transmission frequency and device for the same

An electrical device configured to select a transmission frequency from a set of carrier frequencies for a user comprises a receiver; a scanning module configured to measure two or more signal strength indications of each carrier frequency in the set of carrier frequencies; a scoring module configured to determine at least one empty frequency based at least partially on the two or more signal strength indications of each carrier frequency in the set of carrier frequencies; a selection module configured to choose the transmission frequency from the at least one empty frequency; and a transmitter configured to transmit electrical signals on the transmission frequency. Further disclosed is a method of identifying a transmission frequency using an electrical device comprising at a first location, identifying a first frequency as a first possible transmission frequency using the electrical device to determine a first signal strength for three or more potential carrier frequencies; identifying the first frequency as the transmission frequency using the electrical device; at a second location, identifying a second frequency as a second possible transmission frequency using the electrical device to determine a second signal strength of the three or more potential carrier frequencies; and identifying the second frequency as the transmission frequency using the electrical device at least partially based on the first signal strength and the second signal strength of the three or more potential carrier frequencies.
