PURPOSE: A rotating electrical machine, a manufacturing method thereof, and a wind power generating system are provided to configure a yoke steel core by a non-oriented electronic steel plate, thereby suppressing an increase of the prices of materials. CONSTITUTION: A rotating electrical machine includes a rotor(1) and a stator(2). The rotor is cylindrical. The outer circumference of the rotor is surrounded by the stator. The rotor includes a rotor steel core(11) and a permanent magnet(12). The permanent magnet is placed on the outer circumference of the rotor steel core. The permanent magnet is placed inside the rotor steel core. The stator includes a yoke steel core, a stator steel core, and a wire(23).
